meshing in gambit

hi every body
I want to mesh a cylindrical volume which is surrounding a wind turbine with three blades and one hub in gambit.I want to mesh this volume in a way which grids be smaller around the wind turbine.
the wind turbine is located in a section of cylinder.
picture of this geometry is attached.
would you help me please???

I had subtracted my wind turbine geometry of the cylindrical volume around it.so when I want to mesh it using cooper method in gambit,I got this error.
error:volume contains a void and thus cannot be meshed using cooper scheme.
can any body help me plz?

you will never be able to mesh such a geometry on the fly with hexa or cooper. With tetra, you will.
For cooper or hexa you need to decompose your domain into smaller and hex-meshable subdomains
