When I select two side edges of a surface body why is it that only the first cells are divided into parts but not others? And why is it that the frequency of sub-cell become lesser when going inside?

its because you have not given edge sizing for whole body length.
Select length edge and give sizing thr as well.
depending on "bias type" you can change the type of mesh you need going from inner to outer or vice versa

When I try to do it again I cannot do. When I select edge, and two sides without giving any sizing nothing changes. Would you explain the steps how I can do it again?

Try to insert some sizing, and a change will come after you have found suitable parameters. Kapi's point of view was correct in my opinion.
