Default Hexahedrals and polyhedrals . Can we merge them?

i'm just wondering. Is there a way to merge polyhedrals with hexahedrals in any of the ANSYS Products? i'm having problems with the limited viscosity ratio issue in Fluent. I believe that this is because i have large mesh sizes away from my object of interest. I am modelling a flow over a city and i used the Octree algorithm in ICEM before converting them to polyhedrals in fluent. I figured it would be much easier to convert the top part of my computational domain to hexahedrals because that is where my large mesh sizes are. All suggestions are welcomed.
