Default Quality or Skewness

Hi!

I want to know which parameters of Quality or Skewness improvement in more important? If one's want to improve the mesh quality, the effort should be on improving the Quality or Skewness? these two are more or less related to each other, but in some cases with improving quality, the mesh skewness become a bit worse and vice versa.
