Question about tetra mesh generation by ICEM

Hi,
I generate tetra mesh by ICEM. But the grids doesn't match with the surface well. Typically how to solve this problem?

I use hexa grids for the fluid part and tetra grids for the solid part. ICEM shows that my hexa grids quality is about 0.6 but my tetra grids quality is only above 0.1. Do I need to improve on it?
