Default Stretching/inflation along length of pipe?

pyroknife is on a distinguished road
I would like to apply inflation along the length of a pipe. FOr example: for this coordinate system http://cnx.org/content/m13600/latest/cs7.gif, I would like to apply inflation along the Z direction, such that the elements get smaller towards the middle of the type (1/2 the length, not diameter).
I think this is called stretching, and not inflation.

Does anyone know how I could go about doing this?
