[ICEM] 2D to 3D meshing

hello all,
I am trying to make a 3D VAWT(vertical axis wind turbine) model in ICEM. we had done 2D meshing successfully, we got results which are good enough to proceed ahead. Now converting that 2D mesh to 3D we are facing couple of problems. One is that mesh cell height is uniform through out the length of the extrusion direction which has to be fine at the edges and corners. The other problem is that the domain height and the rotor height are same where we want the rotor height less than domain height atleast in 5 times ratio.
