Multizone will not form 3D elements

Hello everyone,
I have been trying to use the multizone method to get a hex mesh with an inflation layer for an external flow problem.

I am just trying to simulate flow around a horizontal and vertical pipe and their boundary interaction. I want to have an inflation layer around each pipe to better resolve the boundary layer.

When I try and use the multizone method, errors come up stating either:
- multizone mesh failed during meshing of blocks
or
- the 3D fill could not generate any volume elements

I have tried cutcell as well but the inflation layers do not generate.

Any advice on how to handle this issue would be greatly appreciated.
