[ICEM] Splitting Blocks

Hey guys,

i have some problems with splitting blocks.
The picture below shows the blocking till now. The red an the green lines are parallel to each other. I am triing to insert a blocking which looks like the blue lines. So how can i Block this without starting from the beginning.
