Hex and tetra merge in ICEM

I'm trying to merge those interfaces

But it's failed, I got following such messages:

I am trying to include edge 1948 25504 but vertex 1948 isn't even in the region 1
unable to include quad 2102 (3261 25701 1948 25504)
I am trying to include edge 1948 25505 but vertex 1948 isn't even in the region 1
I am trying to include edge 3262 25701 but vertex 3262 isn't even in the region 1
unable to include quad 2103 (1948 25505 3262 25701)
I am trying to include edge 3262 25702 but vertex 3262 isn't even in the region 1
I am trying to include edge 1949 25505 but vertex 1949 isn't even in the region 1
unable to include quad 2104 (3262 25702 1949 25505)
I am trying to include edge 2750 25509 but vertex 2750 isn't even in the region 1
I am trying to include edge 3265 25641 but vertex 3265 isn't even in the region 1
unable to include quad 2109 (2750 25509 3265 25641)
I am trying to include edge 3265 25640 but vertex 3265 isn't even in the region 1
I am trying to include edge 2738 25509 but vertex 2738 isn't even in the region 1
unable to include quad 2110 (3265 25640 2738 25509)

Anyone know what happens?
