[ICEM] Meshing a Dam (Upstream)

Default Meshing a Dam (Upstream)

Hi everybody.
I'm beginner in ICEM and I want to mesh a dam.
the geometry file is STL and I broke up it into points, curves and surfaces by using "Build Diagnostic Topology".
The dam has a morning-glory spillway and some of its parts are located in solid parts. I want to mesh these parts!
In other hand, the STL file contains some solid parts. I don't want to mesh solid parts! just wanna mesh non-solid parts containing Upstream space and morning-glory spillway. what should I do? can anyone help me?

*I've attached STL file.
