[ICEM] Which of these makes for a good mesh?

I noticed the emphasis on aligning vertices of blocks to rectangular form after creating an O grid.
I am a bit confused,is the slant (non rectangular ) in blocks created by O grid bad?
At the same time ANSYS tutorials show no align vertices step in circular geometry after creating an O grid.
Or is aligned vertices preferred only for case of structured mesh?
