[ANSYS Meshing] cut cell with inflation

newbie to ansys mesh

I want to use inflation to refine the boundary layer with cutcell method to mesh interior part, but Mesh warning me
'Program controlled inflation with assembly meshing requires virtual bodies or fluid bodies. The program controlled inflation will be ignored.'

what should I do?

that
"In that case, if you are in Workbench, I suggest Cutcel. It will give you what you want and works nicely with inflation..."
so i think cutcell+inflation works, but how?

I realy dont know and i forced same problem
i need good quality and very small skewness
i find like this mesh by using tetrahedron +inflation , but it very fine mesh 7900621 node and take a lot of time.
i using cut cell mesh it gives very good quality but not work with inflation
if you find any answer for your qusation . please send me any advice.
my geometry complex and i work on different types of mesh but yet now not found a ccurate mesh.
