3D Boundary Layer Help!!

I am trying to use a 3D boundary layer on this section of pipe (as shown in the figure). I want to use a hex mesh here with the same expansion rate as the boundary layer mesh. I've tried unsuccesfully to use a size function (using "meshed") to control the mesh size on the top surface of the little horseshoe volume and on the edges. I think part of the problem is I can't figure out what the best "source" and attachment features to use for my size function. Does anyone have any suggestions on what I could try. Thanks in advance!
