How a surface can be splitted by another one?
 
This feature does not seem to be in ICEM. I did not manage to find it. Is this why the 'build topology' can not split intersected surfaces (Only T-connected surfaces is processed correctly).

Intersection Curve
 
Build topology splits surfaces with curves...

For surface to surface intersections, you first need an intersection curve.

You can create this under the curve creation tools.

Once you have the intersection curve, then run build topology or split surface with a curve.
