Default curve mesh bunching does not work?

I am relatively new to ICEM 14.
I was trying the advanced bunching. But I cannot make it work.
A test case was attached. I can see the effect of the bunching after I set the parameters.

However, it seems the surface mesh does not use the curve mesh.

Patch independent is a surface based mesher.
Use patch dependent mesher if you want to specify the number of nodes on your curves.

I do not want the mesh on the surface to be uniform.
I need finer mesh at one end and gradually grow to the other end.
So I made a curve along the surface and mesh the curve with "advanced bunching" or bias under ansys meshing, but it does not apply to the surface mesh.

I think it is not possible in tetra mesh. May be splitting the surface do the job...
