Default meshing on cylinder fails ICEM

I have been meshing a cylinder domain with a model of a ship on the cylinder base. The ship itself contains some cylinder on the deck as well. The geometry is imported from workbench. When I have built diagnostic topology, everything seems to be all right (red edges). When I have tried to generate surface mesh using All Tri, Patch Dependent, I do obtain cells on all surfaces excluding the cylinders. I have tried different tolerances when building the diagnostic topology, and also setting of Shell meshing parameters (Ignore size) but without any improvement. Actually, it somehow helped before but cannot manage anymore. I am bit lost about the cause of that.
Does someone know what to check and do to get the surface mesh on all parts?
