Default Meshing cavity surface

Hello

I've got some body with spherical cavity inside ( cavity is empty).I use spacing 0.03 for the hole volume and want to have spacing about 0.01 for several layers near the cavity surface. i tried to create boundary layer, but it seems nothing happens when I aply any settings. Plz help.
