Mesh near a Tube Wall

Hi, I got a question about meshing a simple tube near its wall(Fluid side).

The fluid (a simple cylinder) in the tube has to be meshed with "Sweep" Method and has to have thin layers near the tube wall.

It tried to do this, cutting that cylinder in half and using the element size function on the top and bottom edge, but the result is not acceptable. (see link)

Can someone help?

Thanks
