I can't create couple because according to the error message "Master cell face in one couple is assigned to a slave cell face in another couple". How may this be fixed?

Easiest way is to delete the offending couples and rebuild them again. You might want to take a closer look at cells where you almost always get bad couples. May be badly misshapen cells -hand fix or repair with tetfix.

when the couples are checked write them to a set then

vset news cpse cset news vset face cplo

will show you what cells are attached to the couple. You may then be able to delete the offending couple then recreatre it.

When I encountered similar coupling error message it was because I had accidentally made coupling twice on same cells. I solved my problem by carefully isolating adjacent cells by layer and make the couples by cell set and then clicking on cell type using cursor. But if I had proam trim cells in the cell set.. that's another story...!
