hey... I tried to simulate external flow of aerodynamics but with rotating wheel and relative movement of the ground to simulate an actual scenerio car travel at highway. My question is, how to model rotating wheel? how to model moving ground.?

or can we just using boundary condition for this to condition?

Please educate me.....

You can simulate both by assigning wall velocities. Make each wheel a separate wall boundary region, define the cylindrical coordinate system in the center of the wheel, in boundary conditions select this system for wheel boundary and specify RPMs. The same way works with ground - specify a proper cartesian coordinate system and set the necessary component of the velocity.
