High Element volume ratio

Hi All,
Does anybody have idea what element volume ratio in mesh calculator tool in CFX post correspond to quality criteria in ICEM CFD. I made tet mesh in ICEM CFD with quality above 0.25. Most of other quality check seems to be ok. Volume change ranges from0.5 to 9. But my element volume ratio in CFX post has 236 as highest value. I checked the iso curve most values are less than 25. Very few in range of 25 and 40. But at one particular place it ranges from 40 to value 236. Cant get the exact no.'s but seems to very less ( around 25 out of total count 1.6 million). My volume change in that area in ICEM CFD ranges from 4.0-5.2.
I am doing steady state single phase (air as fluid) simulation with tetra mesh of 1.6 million. I am having some convergence issue. Any help to get rid of this high value of element volume ratio.-----Thnx
