is there any best way to learn fortran programming for ansys CFX(Fortran Programming guid for ansys CFX)

The best way is to do ANSYS training on user fortran.

Otherwise do some tutorials on general fortran. There are plenty around on the web. Then read the CFX documentation on user fortran. Also CFX support has some examples and additional tutorials.
