Non-local thermal equilibrium

How do I enable the non-local thermal equilibrium model in CFX-13?
Does CFX use local-thermal equilibrium or nlte to model porous behavior?
I could find this information stated explicitly on any of ansys's sites or any user forums. could someone help me with this?

If you activate the heat transfer in fluid and solid model then it is non-local thermal equilibrium. If it is not activated then you are assuming local thermal equilibrium. So CFX can use either approach.
