Is it possible to get the hexa-core mesher to
 
respect volume mesh densities?

From my tests it seems like the hexa-core mesher simply ignores any volumetric mesh densities that the tet mesher would otherwise always respect?

Correct - the hexa-core mesher will create the 'single-size' hex elements as specified in the Mesh Params by Parts panel. You'll see an entry for hexa-core elements.
