The block you have deleted is actually not really deleted. They are put in a part called "VORFN". Turn on it you will see a lot of blocks. Move the one you would like to recover from "VORFN" to "SOLID". Then you will have it back.

Further to the comment from longbow:

Depending on the complexity of your modell, you may find it difficult to determine excatly which block is the one you would like to recover. If this is the case, try using the index system to limit the number of visible blocks to the are of interest. If while doing this you are not able to see your block then you may have limited the visible are to much, thus making the bock you're looking for invisible. In ths situation try increasing the number of visible blocks in a controlled fashion using the index system.

An alternative method is to hunt for the command in the command window which led to deletion of the block in question. Within that command you should see the block number. I don't have ICEM open so I can't quite remember how to undelete the block with the number, but I know it's possible.

If you can't retrieve the block from VORFN - you can also simply re-build the block from the existing vertices. Blocking > Create Block > From Vertices
