Derived velocities from loss coefficients ??

I was wondering if anyone know whether the velocities derived from using loss coefficients are superficial or true velocities?

I understand that velocities are not solved directly, but derived through solving the momentum eqns. In my case, I used directional loss (anisotropic) to simulate the effect of flow through perforated plate. Would I be able to use the derived velocities in this region directly?

No one care to venture in giving some relevant experience? No on at all ? :)
