Your question needs a huge answer.... First you have to choose both "air" and "water" in your domain/General Options/Basic Settings/Fluids List. Than you need to fix several settings depending on your problem, could you give us more details?

Yes, this is a huge answer, please read CFX tutorial first. Tutorial 15: Multiphase Flow in Mixing Vessel
