SST problem

in my opinion.the F1 and F2 in the SST model is the "switcher" for the zonal method.when F1=0 the zone is calculated in standard k-epsilon(for free layer),when F1=1 in k-omega method(for boundary).like F1,F2 is another function that is 1 for boundary and 0 for freee shear layer also.but in my case (a centrifugal impeller)the most of the domain is in "F1=F2=1" according the post,just a small zone near the "inlet" the F1=F2=0?that is why? why a large zone is moved to the boudary zone?
