I want to set up a boundary inlet profile for velocity in CFX PRE :

u(z) = u(0) log z/z0
is it possible to make it with CEL function ?

Yes, this is easy. Do the tutorials as several of them use CEL expressions to set boundary conditions. The free surface flow over a bump is one example.
