Can any one help me about the subject or tell me about the research paper on the subject topic. I will be thankful.

Search (Ctrl+F) for "spillways" and look for ones that relate to aeration. Some of the papers on non-aerated skimming flow also discuss aeration inception.

There are some definitely some tech notes on the Users Site (need a username and password) that discuss aeration on spillways.
