Compiling the customized source code problem

hi there,
I am trying to change the PEMFC module source code(pem_user.c file) to make my own module. As I following the steps of the manual as shown:

* Define environment variable FLUENT_INC to point to the official
fluent installation directory.
- note on Windows this looks like [path]\ANSYS Inc\vXX.X\fluent
* Build the library from the fuelcells directory with the following
command: nmake /f makefile_master-client.nt

I think the last step means typing "nmake /f makefile_master-client.nt" in the Visual Studio.NET at the DOS prompt
But the error shows:

NMAKE : fatal error U1052: file 'makefile' not found

Can anybody help me to figure this out?
Or someone has the experience of modifying the Fuel cell module?
Any suggestion will be appreciated.
