[Tool Release] Compile UDF using MinGW

Snapshot:

Usage: download all the 6 files below and put them in one folder and rename them as specification, then unzip from UdfMinGW.zip.

Tool splitted zip files (total 6 files)
Rename following file as UdfMinGW.zip

Version 1.1 will be ready soon, which supports "//" style comments and windows API call in UDF.
