Default Setting Stress Tensor boundary condition

Does anybody know if it is possible to set up the VOF model in fluent to have the stress tensor equal to zero normal to the free surface of the flow front interface between two fluids as a boundary condition?

If this is only possible through a UDF, then where would this UDF hook at?
