I have double cylinder lenght =1.5 m heated and T input =300k I want to ask about refernce value (lenght, Temp. and Area need to change if I calculate Nux (nusselt number) and eq. for Nux=hd/k or Nux=hL/k

You should make length equal to the hydraulic diameter of the tube, and temperature equal to the average fluid temperature.
