Moving reference frame in wind turbine

Hi everyone, I am not familiar with the moving ref frame in Fluent and wind turbine.
Now I am trying to model a wind turbine, and there is a question confusing me:

Since wind turbine is driven by wind, which means its rotation speed should be in term of the wind speed.
However, I read some papers, they all initially set a rotation speed for moving reference frame, I donot understand how to decide this rotation speed? And how could reflect the interaction between wind and turbine. I mean if the wind velocity is 0, since there is a rotation speed for the frame, and the turbine will still rotate without wind.
Please give me some explanation and where I lost??

Thank you very much and happy Easter ~
