anyone knows how to definer a variable heat flux boundary condition in fluent pls?

refer to user defined functions in Fluent.... i guess that should solve your problem.

any idea how to write the .c file, by any chance?

go trough fluent help...or content on the net.... it explains how to write udf. May be the udf for varying input velocity at inlet of pipe could be your starting point.
