Boundary Conditions
Inlet Velocity:7m/s normal to the boundary
Outlet:Pressure gauge Zero
Farfield:Wall(no slip)
Blade :Wall(no slip)
Solution Method :Simple
Intialisation :from Input

Boundary Condtion of Wall (blade)
Moving wall (relative to absolute zone) or stationary wall

The blade wall is stationary. You just need to setup the moving frame in the domain setting. Here its the frame that is moving not the wall.
