Fully developed inlet condition

Hi!

Is it possible to use a fully developed inlet condition in Fluent?

If so, do I have to write an UDF?

Yes, it is possible, if you know how this fully developed profile should look like.
And indeed, you do this with a UDF.

An example is given in the help, section 2.3.19.4 (at least in version 15.0).
