Heat transfer and dynamic similarity in water tank testing

Is there a formula that treats heat transfer and dynamic similarity? e.g. for relating real-world and water tanks.

E.g. If a human's surface temperature is 37ºC or a has heat flux of 56W/m^2, what equation can I use to find out the equivalent heat flux required for a submerged heated cylinder in a water tank to mimic a human at a reduced scale (1/20)?

Does this make any sense or have I got the concept of dynamic similarity wrong?
