Problemwith lift coefficient - tidal turbine

I believe to have simulated the conditions correctly following a number of tutorials pointing in the same direction towards the shape of the boundary but what I'm trying to achieve are the accurate lift and drag coefficients. They seem to be off by a factor relating to the density i.e when the density is changed from air to water, the outputs seem to be a multiple of this factor. Should this be the case?

If you are using the lift and drag coefficients reported by Fluent, make sure you have the right reference values.

I believe to ave the reference values correct? purely based on the density? which is the density of water?
