DO YOU KNOW IF FLUENT IS USABLE FOR FLOW SIMULATION ON SPILLWAY (OGEE SPILWAY)?

I'm doing free surface work such as what you describe, but have experience with F-3D and CFX only. So this might not interest you if you are using fluent. Obtained good results. Last calculation was the determination of the discharge for a given ogee spillway for which I only knew the upstream W.L.

It is possible. There are lots of thesis and articles.
There are two options for that: 1-VOF 2-Mixture
both are validated.
