Anyone know how to create a 2D annulus for air-water flow? The gas-liquid interface could be in the upper or lower part of the annulus depending on flow regime. I've tried, but Fluent treats it as two separate, parallel pipes. Axisymmetric wont work either due to the asymmetric flow patterns, Please help!

If you solved that problem in axial direction, your problem is natural. It means you have to solve two separate flow problems(air flow and water flow). Try to solve that problem separately in a same geometry and couple the two flow field solutions. That would be one of the proper ways to solve it.

You have two volumes, one interfering with the other. Subtract the inner pipe form the outer one and you will have your annulus.

I've created 3D annuli easily using subtraction, however, I have faces, not volumes, in a 2D model, so what do I do in this case?

You can subtract a face from another face in a similar way.
