I am wanting to model two phase flow into a chamber initially containing only one phase and to monitor the initial mixing before equilibrium is acheived. Is it possible to do this in FLUENT?

Use a multiphase model in FLUENT. Check http://www.fluentusers.com/fluent5/training/9amulti.pdf for a review of which model is most appropriate for the physics of your problems and what you are expecting from your solution.
