Default About RNG model

In RNG keps model,we can choose "swirl dominated flow" in "RNG option", then we can change "swirl factor", and my question is: how to decide the "swirl factor", or how "swirl factor"is affected by fluid flow? Does it has a "upper limit"?

Any suggestion is welcome.
