Default transient non-uniform velocity inlet profiles???

Does anyone know if there is a way to specify a transient (specifically time-periodic) non-uniform velocity-inlet boundary condition in Fluent?

You have to code your profile with the help of UDF and impliment to the fluent. Just for your help read UDF help files.
