about the turbulent viscosity

Hello everyone, In fluent manual(6.2.2 Determining Turbulence Parameters)---Uniform Specification of Turbulence Quantities, "This is particularly true of external flows where unphysically large values of effective viscosity in the free stream can ``swamp'' the boundary layers. Does anybody know what the "SWAP THE BOUNDARY LAYERS" means? Thanks a lot.
