how can I define the wall boundary condition which the heat flux fluctuates with the time? Must I use the tool of UDF?

It's the way I'd do it.

It's really not that difficult to write a simple UDF like that. There is a good example in the UDF docs that should be easy to modify.

See section 10.1.2 of the UDF guide, entitled "Transient Velocity Inlet Profile for Flow in a Tube" (udf/node230.htm) in my installation.
