Flow around cylinder vs Shields parameter

Default Flow around cylinder vs Shields parameter

Hi,

I am using FLUENT to simulate the flow around cylinder problem and comparing the result with the experiment data. However, the experiment data didn't give the inlet velocity. Instead, it shows the value of Shields parameter. How can I decide the input velocity from the Shields parameter? (I know the input velocity is uniform)
