Default How i can set slip velocity by udf

hi, i want to set a slip velocity on the wall in fluent by using udf, can anybody tell me how to set it in fluent, as i find that there is a Specified Shear under Momentum in Wall plant. is it right??but the question is why using Shear not velocity.?
